New drop rules can't work in IPS mode when reload rules

I find new drop rules cann’t work in IPS mode when reload rules.You must restart suricata,new drop rules will work.Is there other solution ?

What IPS mode are you running? (AF_PACKET, NFQUEUE…)
What version of Suricata?

NFQUEUE and suricata 5.0.2

How does your nftables setup look like?
How do you run the reload?
Feel free to also post config settings that might be relevant and other stats.
Do you have a reproducible test case?
